通过剖析渔农村体育文化的现状,提出了“协调、和谐”的发展观、“以人为本”的发展观、“城乡结对、体育帮困”的协同发展观、“城乡体育一体化”的全局发展观和“体育暖促工程”建设等新理念,来建设和发展渔农村小康社区中的渔农民体育文化,构筑一个和谐的渔农村小康社区。
