Based on this understanding,this paper uses the successful experience of Singapore policy on industrial land use to explain the rationality of annual rent system for China s industrial land appropriation,and further proposes the framework for realizing the rent system.

本文针对我国当前存在的工业用地供需矛盾、土地粗放利用及投机等问题,借鉴新加坡工业用地政策及供应模式的成功经验,提出我国工业用地推行年租制供应模式的合理性,并初步探讨了工业用地年租制可行的实现模式。
